The European Investment Bank (EIB) Group said on 22 October that it would provide at least €30 billion in climate adaptation finance from 2026 to 2030, twice the amount it says it delivered over the previous five years. The EIB Group said the boards of the EIB and European Investment Fund endorsed the adaptation plan.

The plan combines financing, guarantees and advisory support. It calls for stronger project pipelines and the use of blended finance and risk-sharing instruments to mobilise public and private capital. The Group says it will make adaptation investments easier to identify and finance, particularly for smaller businesses.

The EIB Group says the plan aims to make adaptation investments easier to identify and finance, particularly for smaller businesses. The EIB Group says the plan will direct support towards small and medium-sized enterprises, among other recipients. Its planned support includes companies, farmers, cities and vulnerable regions.

The approach sits within the Group’s Climate Bank Roadmap for 2026–2030. In a 2025 roadmap update, the Group said it was streamlining requirements for companies accessing its products through partner banks and aligning reporting requirements with EU standards such as the CSRD. The EIB Group also said it was reducing administrative burdens, particularly for SMEs.

The EIB plans to use ClimateSET, an open-access tool developed with the Copernicus Climate Change Service, to help businesses, public authorities and financial institutions identify climate risks and adaptation measures. It says the tool is due to launch later in 2026 and will be integrated into an enhanced Green Checker to help identify investments responding to local risks.
